Subject: Water ingress in the passenger footwell through the cowl Panel Grille or pollen filter
This bulletin supersedes TSB 71/1999 dated //1999, which should either be destroyed or clearly marked to show it is no longer valid (e.g. with a line across the page).
Summary
Should a customer express concern about water ingress in the passenger footwell, the probable cause is an inadequate seal between the cowl Panel Grille and the windshield in the area of the pollen filter. To rectify this concern, on vehicles built up to 04.1999 (build code XE) a new cowl Panel Grille should be reworked and an additional cowl Panel Grille sealing strip should be installed. Vehicles built from 05.1999 (build code XL) already have the revised cowl Panel Grille. On these vehicles only the cowl Panel Grille on the passenger side should be removed and an additional cowl Panel Grille sealing strip should be installed.
The relevant sections of the Focus 1999 workshop manual will be updated.
Production Action
In production, the revised cowl Panel Grille has been installed since 19.04.1999 (build code XE), and it is planned to install a cowl Panel Grille without extra seals from 12.2003 (build code 3P).

Vehicles built from 08.1998 to 04.1999 (build code WP to XE)
1. Remove the cowl Panel Grille. For additional information, refer to cowl Panel Grille Workshop Manual Section Focus 1999 (08/1998-) -501-02 ().
2. Thoroughly clean the windshield in the area where the cowl panel makes contact. Completely remove any dirt and residues of adhesive and butyl sealing strip.
µ 3. Unclip the pollen filter retaining flap.
Note:
Note the direction of flow of the pollen filter.
µ 4. Remove the pollen filter and inspect it.
l If the filter element is wet, install a new one (see Parts Required).
l Clean the protective grille underneath the rubber protective edge in the area between the windshield wiper motor and the filter housing.
5. Select the correct cowl Panel Grille (see Parts Required) for the affected vehicle.
l For RHD vehicles: select a passenger side cowl Panel Grille.
l For LHD vehicles: select a passenger side cowl Panel Grille.
µ 6. Shorten the foam block to 55 mm (cowl Panel Grille for RHD vehicle shown).
µ 7. Drill an additional water drain hole in the cowl Panel Grille (cowl Panel Grille for RHD vehicle shown).
µ 8. Apply the double-sided adhesive cowl Panel Grille sealing strip (see Parts Required).
l Detach the protective backing.
1 Affix the cowl Panel Grille sealing strip to the cowl Panel Grille, starting from the middle.
2 Bend back about 40 mm of the protective backing at the outer end by 90º.
9. Install the passenger side cowl Panel Grille.
l Align the cowl Panel Grille.
l Insert the sliding clips into the corresponding mountings in the body panel and fully engage them.
l Clip the cowl Panel Grille onto the engine compartment intermediate panel.
10. Install the driver side cowl Panel Grille.
l Align the cowl Panel Grille.
l Insert the sliding clips into the corresponding mountings in the body panel and fully engage them.
l Clip the cowl Panel Grille onto the engine compartment intermediate panel.
11. Remove the centre threaded rivet from the old cowl Panel Grille and install it into the new cowl Panel Grille.
l Tighten the bolt.
l Install the plastic cap.
Note:
Make sure that all clips are fully engaged.
12. Pull off the protective backing from the cowl Panel Grille sealing strip where the cowl Panel Grille will contact the windshield, and press the cowl Panel Grille fully into place against the windshield using a suitable roller.
13. To install, reverse the removal procedure.
Vehicles built from 05.1999 (build code XL)
14. Position the wiper arm in the vertical position.
15. Separate the butyl sealing strip between the windshield and the passenger side cowl Panel Grille using a suitable tool (painter's pallet knife).
l Open the hood.
µ 16. Remove the cowl Panel Grille on the passenger side (driver and passenger sides shown).
1 Remove the screw cover.
2 Remove the screw.
3 Release the front clips (3 off), lever up the cowl panel and release the rear clips (2 off).
µ 17. Remove the white sliding clips (2 off) from the corresponding mountings on the body panel.
l Once removed, install the sliding clips into the corresponding mountings on the back of the cowl Panel Grille.
18. Thoroughly clean the windshield and cowl Panel Grille in the area where the cowl Panel Grille makes contact. Completely remove any dirt and residues of adhesive and butyl sealing strip.
µ 19. Remove the pollen filter retaining flap.
Note:
Note the direction of flow of the pollen filter.
µ 20. Remove the pollen filter and inspect it.
l If the filter element is wet, install a new one (see Parts Required).

22. Locate the passenger side cowl Panel Grille in installation position..
l Move the cowl Panel Grille into position.
l Press the cowl Panel Grille fully home until all clips are fully engaged.

23. Pull off the protective backing from the cowl Panel Grille sealing strip where the cowl Panel Grille will contact the windshield, and press the cowl Panel Grille fully into place against the windshield using a suitable roller.
24. Install the cowl panel screw and cover.
